Office of the Public AdvocateOPA's Annual Report 2024–25 was tabled in Parliament on 14 November 2025.
The Public Advocate has a statutory obligation to provide a report annually to the Minister on the performance of its functions under the Guardianship and Administration Act 2019 (Vic) and other legislation.
This year saw an increase in many of OPA's activities including:
- 95% increase in residential rights advocacy
- 40% increase in investigations completed
- 16.5% increase in medical treatment decisions
- 12% increase in calls and emails to the Advice Service
- 10% increase in number of attendances to police procedures by volunteers from the Independent Third Persons program.
OPA also uses its annual report to bring attention to significant systemic issues identified throughout the year.
